Default Getting Started

I am interested in cross country-skiing and would like some help. I have looked into the types of skiing a bit and I like the idea of AT skis (having a locked heel on the descent and unlocked on ascent). I have 400$ to spend on skis and ski equipment and would like some suggestions as to what skis I should get. I need skis that are able to go over powder snow (around 2 ft, more or less) while also being able to do well in other types of snow and make tight turns arounnd trees. I'm a 5ft 4in male (still growing) and an Amateur skier. Also what would I need in terms of ski boots and bindings. Any information would be helpful, if you know any good ski review sites, brands, etc.

Thanks.
